Philrice Launches Mobile Rice Tekno Klinik

Rice production experts will tour, starting this September, several towns in Pangasinan, Nueva Ecija, and Pampanga as part of the mobile rice tekno klinik, a consultation activity designed to address farmers’ problems and issues on rice production.

According to Mr. Ruben Miranda, chief of the Technology Management and Services Division (TMSD) at PhilRice, the rice tekno klinik will target areas that are currently experiencing rice production problems.

Towns that will be visited by the tekno klinik in Pangasinan are Malasiqui, Basista, and San Carlos. After the Pangasinan leg, the tekno klinik will move to Nueva Ecija in the towns of San Antonio, Penaranda, Gabaldon, Gen. Natividad, Nampicuan, Talugtug, Lupao, and Cuyapo. In Pampanga, major rice producing areas including Arayat town are being targeted for this activity.
Miranda said many farmers in these areas harvest about 4 t/ha or lower. “We hope they can still improve their yields through the rice tekno klinik. The activity will give them the chance to ask questions from our team of rice specialists and identify options to solve their problems,” he said.

In preparation for the event, a team of experts from PhilRice together with local counterparts conducted site visits in Pangasinan and Nueva Ecija to assess field conditions. These site visits were planned during the team’s consultation meetings with provincial and municipal officials, provincial and municipal agriculturists, and mayors.

According to Engr. Aurora Corales of the TMSD and PhilRice’s coordinator for technology promotion activities in Central Luzon, the team interviewed key informants composed of extension workers and farmers to identify the major rice production problems in the areas.
The rice tekno klinik is expected to gather some 100 farmers per municipality. Experts on varieties and seeds, crop protection, and nutrient management will be available for consultation. Corales said experts are also expected to help farmers diagnose field problems, particularly on nutrient deficiencies and pests.

Pangasinan farmers are expected to consult with rice experts regarding variety selection and pest management, among other concerns,” according to Ms. Rolando San Gabriel, coordinator of the Pangasinan leg.

In Nueva Ecija, the major concern is nutrient management, particularly on the efficient use of fertilizers. According to Ms. Ofelia Malonzo, one of the coordinators, farmers in the target areas are generally satisfied with the performance of their crop this season. However, they need more understanding on the principles of fertilizer application.

In Pampanga where site visits and consultations are still ongoing, PhilRice expects to come up soon with a general assessment on farmers’ issues and problems.

The mobile rice tekno klinik will also feature a display of information materials such as posters on useful and harmful organisms in rice production and leaflets on varieties for different ecosystems, rat management, and bacterial leaf blight. Based on site visits and consultations, these are the most important pieces of information needed by farmers.

The tekno klinik is one of PhilRice’s efforts to reach farmers in the countryside particularly those who do not have access to information on rice production. The activity will be conducted in partnership with the provincial and municipal governments of the provinces involved.

After the tekno klinik, TMSD will consult further with the LGUs involved and encourage them to plan and establish future partnerships with PhilRice. “This will sustain our partnerships with them and the farmers. This will also allow us to continually provide technical assistance to them when needed,” says Miranda.
